1. PAF statistics (updated 24 April 2012)
In the Document Library at the bottom of this page you'll find various reports taken from the latest version of PAF®. The reports are updated monthly, the Wednesday after the new information is downloaded onto our products. You can sign up to receive an automated email reminder when the new statistical information has been posted here. If you'd like to be added to this notification list, please email us with "PAF® statistics mailing list" in the subject line to address.management@royalmail.com
Here's a summary of the reports in the Document library:
-
PAF® Activity Reports - a zip file of thirteen months of reports. They show the number of Delivery Points updated on PAF® per month, broken down to Postcode District level.
There are two reports per month: 'Single Changes' and 'Multiple Changes'. You can compare delivery point growth year on year using the last thirteen months' reports.
The titles of the files are written like this- PAFSingleChanges_Y12M04.TXT
-
PAFMultipleChanges_Y12M04.TXT
and here's the key: Y12 = 'Y' is 'year', so '12' is '2012', M04 = 'M' is 'month', so '04' is April.
- PAF® Delivery Point Change Statistics - shows the number of last month's changes by type: additions, deletions, amendments etc
- PAF® New Sectors & Localities - shows any new Sectors or Localities added to PAF in the last month.
- PAF® Statistics - updated monthly to show total numbers of residential addresses, business addresses, towns and postcodes on PAF®.
- Number of business and vacant organisations on PAF® - these figures are a month in arrears of the other statistics above.
- Local Authority Election Postcodes - details of the Postcodes issued for the purpose of returning Postal Votes related to specific wards.
- Non-Geographics and non-geographic PO Box Sectors - a list updated 6-monthly of non-geographic sectors created specifically for PO Boxes and large organisations, ie not related to other postcodes in the area or surrounding geography.
2. Raw data PAF® download dates & despatch (updated 24 April 2012)
Data is downloaded from our mainframe onto PAF® products once a month. This happens over a weekend, and products are sent out to customers the following week. The next download will be:
18 May 2012.
The despatch of our monthly raw data products usually goes smoothly, but if there are any hitches we'll update you via the pdf document called 'AMU raw data despatch update' in the Document Library below. You can always contact us about raw data delivery on 0845 606 6854 (option 2).
3. BFPO Postcode improves access to online services for British Forces based overseas (added 19 April 2012)
Royal Mail and the Ministry of Defence have announced today that service personnel overseas will enjoy the same access to goods and services on the internet as they do at home, thanks to development of new British Forces Post Office (BFPO) specific postcodes. Currently, British Forces stationed abroad face difficulties when shopping online as their BFPO numbers are not compatible with many online ordering systems, and they are unable to complete their transactions. Also, without a UK address and postcode, they struggle to access a range of Government services, and financial services too. However, UK businesses will now be able to make their goods and services available to British Forces stationed around the world, simply by incorporating BFPO Postcode Data into their ordering systems.
British Forces Post Office Head of Policy and Plans, Lt Col Ian Stark said: “For our personnel stationed abroad, this will make a big difference. BFPO and Royal Mail have created a database that opens up access to internet services and the ability to carry out internet transactions, whether it is online shopping, registering your car or applying for a mortgage or credit card. The changes will also allow our people to build up a credit history which is recognised by financial service providers. This is another step forward in making Service life easier.”
Mike Newnham, Royal Mail’s Chief Customer Officer, said: ‘Royal Mail is intensely proud of its strong and enduring links with the British Forces and we are delighted we have played our part in implementing this important initiative. We understand how much service personnel and their families based overseas value being able to shop online and how they will benefit from gaining access to a range of online services too. We have been working closely with the BFPO to develop an address and postcode structure consistent with Royal Mail’s Postcode Address File will provide businesses with the opportunity to make these services available.’
Back to top4. Publication of the new Multiple Residence (MR) Licence Agreement (added 10 April 2012)
The Address Management Unit has today published the new Multiple Residence (MR) Licence Agreement. We believe PAF and MR should be complementary to one another, and the new MR licensing terms have been aligned with the PAF Licence to support this. Also, the terms are designed to be flexible to enable PAF and MR to be licensed together, or for MR to be licensed solely as a standalone product. Under the new licensing terms, those wishing to license MR can do so on a transactional basis, for Multiple User Blocks, and for use in Associate Group, Broker Group, and Extended Group scenarios. You can download the terms at: www.royalmail.com/licenceinfo
Solutions Providers can start licensing their End-Users on the new MR terms immediately, or they can continue to license using the existing terms until 31 September. Our intention is that from 1 October all End-Users will be licensed on the new MR terms.
If you have any questions about the new Multiple Residence licence contact: address.management@royalmail.com
5. Change of locality for Wootton Bassett (added 22 February 2012)
As of Monday 20 February all postal addresses within the SN4 7 and 8 sectors with the Wootton Bassett locality have been changed to Royal Wootton Bassett in the Postcode Address File. The addresses were changed as a result of recognition given by Buckingham Palace for the role that the town played during the repatriation of UK military personnel who died while serving abroad.

6. Update to the Corporate Licence Register (added 15 February 2012)
The RAC are no longer part of the Aviva Group and as a result will no longer be covered by the Aviva Group Corporate Agreement. To see the updated list please visit the Corporate Licence Register.
7. AMU issue PAF Compliance Centre press release (updated 4 January 2012)
Royal Mail’s Address Management Unit (AMU) has launched the Postcode Address File (PAF®) Compliance Centre (www.pafcompliancecentre.com).
It has been designed to educate PAF licence Solutions Providers on how they can maximise value from their PAF licence and promote correct and consistent licensing. The main feature of the PAF Compliance Centre is the Compliance Engine which provides a straightforward and engaging way to learn about the PAF licence.
The Compliance Engine breaks down licensing terms and definitions into a set of four easy to understand modules: ‘Getting Started’, ‘Learn’, ‘Apply’ and ‘Test Yourself’. The modules provide visuals aids, guidance notes and practical customer scenarios, before providing the opportunity in the final module for users to test themselves to see what they have learnt.
Steve Rooney, Head of Royal Mail’s Address Management Unit, commented: “We created the PAF Compliance Centre because we wanted to give licensed PAF Solutions Providers the confidence that they are licensing their end-users correctly and consistently, while at the same time communicating how they can maximise value from the PAF licence. This website puts into plain English the different end-user licensing options and is designed to act as a training resource so users are effectively educated in how the licence can be used. “The content on the Compliance Centre will continue to evolve and support continuous learning with new licensing scenarios added on a regular basis.”
The PAF Compliance Centre is the latest website innovation from Royal Mail’s Address Management Unit who last year launched the PAF Supplier Directory – www.poweredbypaf.com - to help connect buyers and sellers of PAF-based solutions.
PAF contains records of almost 29 million addresses and 1.8 million postcodes. One hundred thousand PAF records are updated each month to keep PAF complete and up to date. It is an invaluable tool for creating and maintaining mailing lists and databases, used to improve deliveries and to reduce the number of returned or undelivered items.
8. Royal Mail's Address Management Unit (AMU) launches the PAF® Compliance Centre (updated 15 November 2011)
The AMU has published its PAF® Compliance Centre, a new website aimed at helping Solutions Providers understand how to correctly and consistently licence their customers' PAF® use. The PAF® Compliance Centre will provide users, whether or not they are familiar with PAF® licensing, with all of the information and resources they need to get the most from the licence, all written in plain English. The main feature of the website is the Compliance Engine, it is here where users will be guided through the licensing options and considerations, encouraged to learn more licensing terms, and will have the opportunity to both look at customer licensing scenarios, and test their own understanding of the licence terms.
9. Promoting the PAF Supplier Directory on Google (updated 15 November 2011)
Every day 50* potential End-Users visit the PAF Supplier Directory - www.poweredbypaf.com - looking for a supplier of PAF-based Software and Solutions. The majority of these users click through to the website having viewed the PAF product page on royalmail.com. Now, when users search ‘PAF’ or a number of other address management terms on Google, the PAF Supplier Directory will be displayed within the first page of the search results. Based on the projections**, having this coverage within the Google search results will double the number of visitors to the website, and will generate many more leads for our advertisers.
10. PAF® fees in National Address Gazetteer based Solutions and when licensing these Solutions under the terms of the Public Sector Mapping Agreement
In April 2011, GeoPlace announced their plans for developing a National Address Gazetteer (NAG) that would bring together a range of addressing datasets, each of which contain PAF® data, into a definitive spatial address database. The first products based on the National Address Gazetteer will be made available from 30th September 2011, to the marketplace via Ordnance Survey. The AddressBase™ products, and any future products derived from the National Address Gazetteer database continue to incorporate PAF data.
We are aware that there is some confusion as to how the licensing of the AddressBase™ products will work under the Public Sector Mapping Agreement (PSMA). Under the terms of the PSMA, whilst the AddressBase™ products are available to them – the PSMA licensing obligations still apply. This means that the same Royal Mail terms and obligations apply to the new range of AddressBase™ datasets as for all the other addressing products available under the PSMA. It also means that members continue to have to declare all their usage of addressing products, so those members ordering AddressBase™ datasets via the PSMA data ordering page will be required to make an additional PAF declaration to enable Ordnance Survey to make the appropriate returns to Royal Mail.
For information on the PSMA visit the Ordnance Survey website (new window)
11. PAF Data Supply update (added 23 May 2011)
Following the successful launch of our new product production and distribution process last year, we've taken the opportunity to review the system and make some technical upgrades. As a result the keys that are required to extract the data you are sent have been altered slightly with some additional characters being included. For more information please see the Document Library below.
12. Postzon communication (added 23 May 2011)
Update on changes to Postzon data, as a result of the Office of National Statistics (ONS) changing some of its statistical geographies. Please see the Document Library below for further details.
13. Public Sector Licencsing (PSL) (added 5 April 2011)
The Department for Communities and Local Government (DCLG) and Royal Mail have been working closely for many months to develop and implement a UK-wide Public Sector Licence that covers all Public Sector use of PAF® address and postcode data. Discussions on this agreement are ongoing and more information on the progress of these, along with specific information about the implications for the address management market, will be provided by Royal Mail in the near future.
Some FAQ's and further information shall be provided on the Royal Mail Address Management website later this week.
14. Public Sector Mapping Agreement (PSMA) (added 5 April 2011)
The Department for Communities and Local Government (DCLG) has confirmed a new agreement, the PSMA, to provide Ordanance Survey Geographic Information to all of the Public Sector in England and Wales. The agreement came into effect on 1st April 2011 and Royal Mail is pleased that as part of this Ordanance Survey addressing products that contain PAF® will continue to be provided to Public Sector bodies on standard terms.
Some FAQ's and further information shall be provided on the Royal Mail Address Management website later this week.
15. Royal Mail introduces new E20 postcode for Olympic Park (updated 23 March 2011)
16. National Address Gazetteer - our response (added 3 December 2010)
We welcome the Government announcement that addressing information from local authorities and Ordnance Survey will be brought together to create the ‘National Address Gazetteer Database’ (NAG).
PAF® address and postcode data, already a key component of both Ordnance Survey addressing products and the National Land & Property Gazetteer, will now be playing a critical role in helping power the NAG too. In fact PAF® will be more important than ever for the Public Sector as it will help link multiple datasets together into a single database. Royal Mail’s intellectual property rights in PAF®, for access and use of updated PAF® records, will be fully recognised, given the importance of PAF® within the NAG.
17. Your internal obligation (added 1 November 2010)
18. New Supplier Directory launched (20 October 2010)
We're delighted to announce the launch of our new PAF® Supplier Directory with a web address of www.poweredbypaf.com . Its launch ties in with October and November's print advertising campaign promoting PAF®.
The returned results will display Premium Plus advertisers at the top of the serarch results, followed by Premium advertisers, and then standard listings. Advertisers will be able to promote the products and services they offer and tell users a little about their business, as well as providing their full contact details.
